Some Context: Schools are at the epicenter of teen bullying and harassment. Educators, armed with a deep understanding and passion for their students, produce quality and timely reports. However, their reports often go unenforced.

TLDR

Schools and students experience real-world harm when bullying spreads on Instagram. To combat this, Meta launched a pilot program for school communities called the School Partnership Program. During the pilot, school-run accounts were treated as trusted reporters, enabling faster reporting review and stronger enforcement.

I designed the system that scaled the program from a pilot to a nationwide launch without overwhelming review capacity. Through phased enrollment, streamlined reporting, and operational safeguards, the program enabled faster intervention, sustained a 60% enforcement rate, increased parental sentiment by 28%, and improved school satisfaction by 225%.

Our starting point

The pilot gave schools access to a dedicated resource hub where they could learn about handling offline and online harms. They also received prioritized reporting, which treated their reports as trusted signals with dedicated human review, leading to faster and more accurate enforcement.

The pilot showed strong results, but it operated at a small scale. Moving from a pilot to a national launch introduced a new risk: a sudden increase in high-priority reports could overwhelm moderation operations and reduce enforcement quality.

What I Learned from Schools

I joined during the pilot phase and worked with UXR and program partners to understand what schools needed to participate effectively.

Reporting was to complex

Educators didn’t have time to navigate long reporting flows. Reporting flows were seen as cumbersome, and educators wanted an easier way to access ongoing reports being reviewed.

Trust depended on transparency

Schools wanted clear confirmation that reports were reviewed and actioned. They also wanted clear explanations of how reports are evaluated, what qualifies a violation, and why some content is not removed.

Education

matters

Many educators were unsure what content violated community guidelines, requesting deeper guidance on how to handle bullying and harassment more effectively with the program.

Designing for Safety & Scale

To support a national launch without operational risk, I designed the program as a lifecycle system that manages how schools enter the program, submit reports, receive feedback, and scale safely nationwide.

With the plan in place, we iterated on school feedback and refined the experience within our constraints to finalize the program for national launch.

Capacity and Controlled Growth

To avoid overwhelming human reviewers, I designed a phased soft-launch enrollment plan. I introduced a permanent entry point with a waitlist and used targeted in-app messaging to gauge demand from schools

In the plan, I capped our enrollment numbers at our human reviewer capacity. This allowed us to steadily scale access while maintaining the high action rates seen in the pilot.

Trust, credibility, and visibility

Schools and parents wanted clear signals that accounts were legitimate and that Instagram was taking steps to fight bullying. I streamlined the school verification process for launch, which extensively vetted prospects and introduced a School Verification Badge, reinforcing account credibility externally.

Simpler, faster reporting

Based on educator feedback, I simplified the reporting experience by designing 1-tap Bullying & Harassment flow, which drastically reduced the effort needed to submit a review, saving educators precious time.

Additional transparency in reporting

Trust was critical for long-term adoption. By providing additional transparency in our communications we could help continue to build trust with schools.

This was especially important when content wasnt removed, helping reduce frustration and encourage continued participation.

Education & Improving Report Quality

To ensure high-quality reports at scale, I focused on improving decision-making at the source. I designed post-report education, as well as educational content at key moments during the new user experience.

This helped schools make educated decisions while reporting, leading to more actionable reports, improving signal quality, and avoiding overwhelming our report reviewers.

Scaling Nationally

I partnered with product marketing to plan in-app promotions, spread awareness to schools and parents through Meta Newsroom as well as a microsite.

This built up momentum for our soft launch, allowing us to measure capacity leading up to our full launch in September 2025.

Results

We launched the School Partnership Program using a phased rollout that let us scale smoothly without any hiccups. The nationwide launch had over 3,700 schools enrolled, and avoided bottlenecking review capacity while meeting both our integrity and sentiment targets. As it stands now, we’ve scaled to over 16,800 participants nationally.
